οἳ οὐκ ἐξ αἱμάτων οὐδὲ ἐκ θελήματος σαρκὸς οὐδὲ ἐκ θελήματος ἀνδρὸς ἀλλ’ ἐκ θεοῦ ἐγεννήθησαν (John 1:13)

“οἳ” is a definite relative pronoun, masculine, plural, nominative (relating to the subject of this clause) pronoun meaning “who.”

“οὐκ” is a negative particle meaning “not”, to be applied to the following verb, which in this case is not the next word, rather the last word of the clause.
